Az alapinfrastrukt\u00fara n\u00e9lk\u00fcli ingatlanok t\u00falnyom\u00f3 t\u00f6bbs\u00e9ge v\u00e1lyogh\u00e1z (a v\u00e1lyogfalazat\u00fa h\u00e1zak k\u00f6zel negyede volt ilyen), jellemz\u0151en az als\u00f3 j\u00f6vedelmi tizedbe tartoz\u00f3 lakosokkal. A legals\u00f3 j\u00f6vedelmi tizedbe tartoz\u00f3k 13%-a, a m\u00e1sodik legalacsonyabb j\u00f6vedelm\u0171 csoport 6%-a tartozott ide, m\u00edg az orsz\u00e1gos \u00e1tlag 2,2% volt \u2013 vagyis <strong>min\u00e9l alacsonyabb j\u00f6vedelemmel rendelkezett valaki, ann\u00e1l magasabb volt az es\u00e9lye, hogy m\u00e9g az alapvet\u0151 ell\u00e1totts\u00e1ggal sem rendelkez\u0151 ingatlanban tud lakni<\/strong>.<\/p>\n<p>A 2022-es \u00e9vre vonatkoz\u00f3an nem rendelkez\u00fcnk f\u00fcrd\u0151re, WC-re vonatkoz\u00f3 adatokkal az EU SILC adatb\u00e1zis\u00e1b\u00f3l, ugyanakkor a n\u00e9psz\u00e1ml\u00e1l\u00e1s sor\u00e1n a lak\u00e1sok komfortfokozat\u00e1r\u00f3l a KSH gy\u0171jt\u00f6tt adatokat. Eszerint a komfort n\u00e9lk\u00fcli \u00e9s sz\u00fcks\u00e9glak\u00e1sokban \u00e9l\u0151 h\u00e1ztart\u00e1sok sz\u00e1ma 88 500 volt (ami nagys\u00e1grendileg megegyezik a kor\u00e1bbi \u00e9ves adattal), vagyis val\u00f3sz\u00edn\u0171leg nem v\u00e1ltozott az ilyen ingatlanokban \u00e9l\u0151 n\u00e9pess\u00e9g sz\u00e1ma sem.<\/p>\n<p>Mindez azt jelenti, hogy <strong>k\u00f6zel 90 ezer olyan h\u00e1ztart\u00e1s van Magyarorsz\u00e1gon, akik nem rendelkeznek h\u00e1zukon, lak\u00e1sukon bel\u00fcl v\u00edzzel, f\u00fcrd\u0151vel, WC-vel, \u00e9s alacsony j\u00f6vedelmi helyzet\u00fck miatt ezen a helyzeten \u00f6ner\u0151b\u0151l nem tudnak v\u00e1ltoztatni.<\/strong><\/p>\n<p>A perif\u00e9rikus helyzet nem csak orsz\u00e1gos szinten m\u0171k\u00f6dik: egyes felm\u00e9r\u00e9sek szerint kb. 150 ezer f\u0151 \u00e9l v\u00e1rosok k\u00f6rny\u00e9k\u00e9n z\u00e1rtkerti, k\u00fclter\u00fcleti ingatlanokban. Ezek helyzet\u00e9t a k\u00fclter\u00fcleti besorol\u00e1s hat\u00e1rozza meg \u2013 itt az \u00f6nkorm\u00e1nyzatoknak nincs infrastrukt\u00fara-fejleszt\u00e9si k\u00f6telezetts\u00e9ge, vagyis az alapvet\u0151en anyagi okokb\u00f3l kiszorul\u00f3 lak\u00f3k vagy \u00f6ner\u0151b\u0151l biztos\u00edtj\u00e1k maguknak a vizet, vagy k\u00f6zk\u00fatr\u00f3l sz\u00e1ll\u00edtj\u00e1k. (Arr\u00f3l, hogy ezeken a ter\u00fcleteken mennyi a v\u00edzzel, WC-vel rendelkez\u0151 ingatlanok ar\u00e1nya, nincs adat.)<\/p>\n<p>M\u00e9g finomabb sz\u0171r\u0151n kereszt\u00fcl vizsg\u00e1lva \u00e9rdemes megn\u00e9zni az orsz\u00e1g 300 legszeg\u00e9nyebb telep\u00fcl\u00e9s\u00e9t, mely \u00f6sszesen 304 ezer lakossal \u00e9s 117 ezer ingatlannal rendelkezik. Ezen telep\u00fcl\u00e9sek fejleszt\u00e9s\u00e9re l\u00e9trehozott FETE program keret\u00e9ben 2022-ben az \u00e9rintett telep\u00fcl\u00e9seken diagn\u00f3zis k\u00e9sz\u00fclt, mely a telep\u00fcl\u00e9sek infrastrukt\u00far\u00e1j\u00e1t is felm\u00e9rte. A felm\u00e9r\u00e9s eredm\u00e9nyei alapj\u00e1n elmondhat\u00f3, hogy 2011-ben ezen telep\u00fcl\u00e9seken 25% volt a WC n\u00e9lk\u00fcli h\u00e1zak ar\u00e1nya, m\u00edg 2019-ben a k\u00f6z\u00fczemi v\u00edzh\u00e1l\u00f3zatba kapcsoltak ar\u00e1nya 83,5%.<\/p>\n<h4>Rossz \u00e1llapot\u00fa ingatlanok<\/h4>\n<p><strong>2023-ban 475 ezer h\u00e1ztart\u00e1s jelezte, hogy az \u00e1ltala lakott, haszn\u00e1lt ingatlan komoly probl\u00e9m\u00e1kkal rendelkezik (jeles\u00fcl a lak\u00e1s tet\u0151szerkezete be\u00e1zik, vagy falazata\/padl\u00f3ja\/alapja nedvesedik, esetleg a ny\u00edl\u00e1sz\u00e1r\u00f3k vagy a padl\u00f3 rothad), ami az \u00f6sszes h\u00e1ztart\u00e1s 11,6%-a, \u00e9s k\u00f6zel 1,2 milli\u00f3 f\u0151t \u00e9rint.<\/strong> A 2021-es EU SILC adatfelv\u00e9tel sor\u00e1n k\u00fcl\u00f6n is r\u00e1k\u00e9rdeztek a fentebb eml\u00edtett probl\u00e9m\u00e1k megl\u00e9t\u00e9re, a 2023-as adatfelv\u00e9tel sor\u00e1n viszont m\u00e1r \u00f6sszevont\u00e1k a k\u00e9rd\u00e9st. A kor\u00e1bbi felv\u00e9tel adatai alapj\u00e1n <strong>a leggyakoribb probl\u00e9ma a ny\u00edl\u00e1sz\u00e1r\u00f3k rossz \u00e1llapota<\/strong> volt, a legkev\u00e9sb\u00e9 pedig a be\u00e1z\u00f3 plafont, tet\u0151szerkezetet jel\u00f6lt\u00e9k meg.<\/p>\n<p><strong>A vizsg\u00e1lt m\u0171szaki probl\u00e9m\u00e1kat legnagyobb ar\u00e1nyban a k\u00f6zs\u00e9gekben \u00e9l\u0151k, az als\u00f3 j\u00f6vedelemi \u00f6t\u00f6dbe tartoz\u00f3k<\/strong> (a legals\u00f3 j\u00f6vedelmi \u00f6t\u00f6dbe tartoz\u00f3k 25%-a, szemben a legfels\u0151 \u00f6t\u00f6dbe tartoz\u00f3k 5%-\u00e1val), <strong>valamint az inakt\u00edv h\u00e1ztart\u00e1sok jelezt\u00e9k.<\/strong><\/p>\n<p>Az infrastruktur\u00e1lis hi\u00e1nyok mellett a nem megfelel\u0151 f\u0171t\u00e9ssel kapcsolatos probl\u00e9m\u00e1kat is ezen indik\u00e1tor keret\u00e9ben mutatjuk be. <strong>K\u00f6zel 328 ezer h\u00e1ztart\u00e1s (az \u00f6sszes 8%-a) jelezte azt, hogy nem engedhetik meg maguknak, hogy megfelel\u0151en f\u0171ts\u00e9k ingatlanukat<\/strong> \u2013 ez valamivel t\u00f6bb, mint 680 ezer f\u0151t jelent. <strong>A f\u0171t\u00e9s els\u0151sorban az als\u00f3 k\u00e9t j\u00f6vedelmi \u00f6t\u00f6dbe tartoz\u00f3, k\u00f6zs\u00e9gekben \u00e9l\u0151, inakt\u00edv h\u00e1ztart\u00e1sok sz\u00e1m\u00e1ra jelent probl\u00e9m\u00e1t, t\u00falnyom\u00f3 t\u00f6bbs\u00e9g\u00fck t\u0171zif\u00e1val f\u0171ti helyis\u00e9genk\u00e9nt a haszn\u00e1lt szob\u00e1kat.<\/strong><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;2 4 \u00e1bra&#8221; Az \u00e1tlagos 2,3 f\u0151s h\u00e1ztart\u00e1snagys\u00e1ggal szemben itt 4, illetve 5 f\u0151s h\u00e1ztart\u00e1sok a jellemz\u0151k, \u00e1tlagosan 76 nm-es lak\u00e1sokkal.
